PRAXIS-CC architecture

Every request passes through a constitutional pipeline before it runs. Classification binds the request to policy, the decision engine evaluates it against the constitution, the execution governor fails closed on any violation, and every step is written to an append-only evidence chain. Model providers are coordinated through vendor-agnostic adapters.
