CRF is a proposed governance framework for high-power cultural and hospitality residencies. It turns red lines, worker protections, escalation, and audit evidence into an operating design that venues can review before they host.
Staged and truthful: this is a product and implementation brief. It is not a certification, legal opinion, live telemetry feed, or claim that a residency has been audited. Pilot, legal, and deployment work remain subject to qualified review.
The operating promise
Separated powers
Venue, visiting team, worker representatives, ombudsperson, auditor, and insurer receive distinct responsibilities. No single party is positioned as the sole editor of incident history.
Evidence chain
Capture decisions, reports, overrides, and outcomes with provenance metadata. The scaffold describes an evidence contract; it does not claim a live or immutable ledger is deployed.
A residency, from intake to review
Due diligence
Record the venue, visiting entity, jurisdiction, workforce, policies, reporting routes, and unresolved questions before access is granted.
Agree the rules
Set red lines, thresholds, roles, worker protections, response times, and disclosure boundaries. Obtain counsel and worker-representative review.
Operate and escalate
Track reports, schedule or payroll exceptions, surveys, and decisions. A severe allegation pauses the relevant activity pending human review.
Publish what is supportable
Produce an anonymised, evidence-linked summary with open questions and limitations. Never turn an unverified allegation into a finding.
Worker justice concept

Reserve a pilot slot
CRF pilot capacity is deliberately limited each cycle to protect review quality. Reserve interest to be sequenced into the next cohort; a reservation is a hold on review capacity, not a commercial commitment.
