VELKOR is the safety architecture of the runtime. It holds the barriers a governed action must clear and the brake a human can pull. Safety here is not a check bolted on at the end; it is a constraint the engines operate inside.

VELKOR is part of the spine, alongside the DELTASUM Codex, KAIROS timing, and SYLION memory, under human oversight. The spine is what the brain stands on.
How it connects
VELKOR sets the safety constraints the brain operates within. When a barrier is reached the runtime holds rather than proceeds, and the hold is recorded.
