SOVRIN is the dual-governance protocol. It holds the runtime to trace and to sovereignty constraints at once, so that what is governed is also auditable, and what is sovereign stays sovereign. Two keys, neither turning alone.

SOVRIN sits at the governance layer, a dual protocol over the runtime. It governs in parallel with the constitutional substrate, not beneath it.
How it connects
SOVRIN binds trace and sovereignty together. An action must satisfy both the audit constraint and the sovereignty constraint to proceed.
